Human Signoff

• Confirm MCJ/CDLE/Connecting Colorado wording.
• Confirm final tag definitions with stakeholders.
• Confirm whether Student Support Services are in launch scope for July 1, 2026.
• Confirm ETPL/Credential Registry credentials and API availability.
